- all vehicles should be tolled in a free-flow ETS by 2012
- the technology itself is not defined, possible satellite & microwave solutions
- passenger cars have transitional period till 2014
- can be charged by the distance traveled or using flat rate with electronic vignette
- the implementation was divided into two consecutive phases
- Phase 1: implementation of free-flow EETS for all the vehicles on toll roads
- Phase 2: passenger cars in tolling processes must use pay-by-distance scheme
